Mr. Smalley received his Juris Doctor and Tax Law Certificate from the University of Kansas, where he served as the Treasurer of Phi Alpha Delta Law Fraternity and Secretary of The Federalist Society Mr. Smalley received his Bachelor of Arts degree in human biology and psychology from the University of Kansas.
